The Government of Indonesia forms a body that oversees circulating products, namely the Food and Drug Monitoring Agency (BPOM). Any processed food whether produced domestically or imported to be traded in retail packaging is required to have a marketing authorization.

Provisions for Product Registration at BPOM

The Indonesian Government is not limited to every business actor registering products at BPOM,
but companies that register products in Indonesia must know the obligations and restrictions that apply to both domestic and foreign products. According to The BPOM Regulation number 27 of 2017,
those who can import food and beverage Products, Medicine or Cosmetic are:
1. Domestic Products as MD.
2. Overseas Products as ML.

MD and ML product registration must meet the characteristics, such as:

1. Types of Food,
2. Composition,
3. Label Design and also
4. Type of Packaging.


Procedures for Food and Beverage Registration Product

In general, the registration process at BPOM divided into 2 steps, namely the Administrative step and technical step. The procedures for Registration of Domestic Product:

1. Administrative Requirements:

A. Industrial Business License,
B. The results of the audit of production facilities, risk management program charter or a Certificate of How to produce good processed products,
C. Taxpayer Identification Number (NPWP) and also
D. Deed of Incorporation.

2. Technical Requirements:

A. Register, such as:
Company Data,
– Responsible Person or Person in Charge Data,
– Data Warehouse and also
– Factory Data,
B. List of ingredients or composition used,
C. Production process,
D. Audit results of production facility audits,
E. Product Shelf Life and also
F. Product Material specifications.

E. Have a GMP or HACCP or ISO 22000 Certificate or Audit Certificate from the Local Government for the Origin Factory.

B. Results of the audit of production facilities from the company of origin,
C. Product production period,
D. Product production code,
E. Label design,
F. Product packaging photos and also
G. Label translation.

The process for applying for distribution licenses at BPOM, both domestic and foreign products, is carried out with different time provisions depending on the product and the completeness of the requirements fulfilled by business actors to facilitate obtaining marketing authorization.

The result of product registration at BPOM, the BPOM issues a Circular Permit which is valid for 5 years and can be extended with a period of 6 months before the Circular Permit period expires.


On October 17, 2014, all products that were imported, circulated, and traded in Indonesia were determined to be Halal Certified. Indonesia is one of the countries with a majority population or 87.18% is a Muslim population so that the level of certainty and safety of products circulating in Indonesia must meet Halal consumption standards.
